The Bolivian Constitution of 2009 proclaimed a Plurinational Community Social State of Law; free, independent, sovereign, democratic, intercultural, decentralized and autonomous. The Constitution provides that Bolivia is based on plurality and on political, economic, legal, cultural and linguistic pluralism within the country integration process. The Bolivian constitution recognizes as social and economic right the right to individual or collective property and the right to inheritance.
Section III, Article 102: “The State shall register and protect intellectual property, individual and collective works and discoveries of authors, performers, composers, inventors and scientists, under the conditions determined by law.”
Section IV, Article 103: “I. The State shall ensure the development of science and scientific research, technique and technology in the public interest. The necessary resources shall be allocated and the state’s science and technology created. II. The State shall assume a policy of implementing strategies to incorporate the knowledge and application of new information and communication technologies. III. The State, universities, production companies and public and private services, and natives and peasant indigenous peoples, shall develop and coordinate research processes, innovation, promotion, dissemination, application and transfer of science and technology to strengthen the productive base and promote the integral development of society, in accordance with the law.” Courtesy translation of Articles °102,°103.
